Thats my guess. That seems accurate enough from my experience. I can usually game online whilst the PS4 is downloading because it has enough bandwidth leftover. That's only when a game is running though. If the PS4 is idle but on then it downloads just as fast as standby mode. Valkyria Chronicles is the best RPG last gen! I was looking at my download while nothing was running and it said 18 hours, ps4 rest mode download. Put it on rest mode and it was finished in 6 hours or less. I only compare by checking the exact data usage I bridge the connection from my PC so it tells me exactly how much bandwidth it's using I find that the estimated time is ps4 rest mode download correct though. I can see it's downloading at a certain speed and do the maths to work out my own time which is often twice as fast as the estimated time and turns out to be a more accurate reading.
